Plan Rehabilita Madrid 2026: up to €100 million for the renovation of residential buildings

Madrid City Council has just published, in BOAM no. 10,138 of 2 June 2026, the call for applications for the Plan Rehabilita Madrid 2026, one of the most significant funding opportunities of the year for the capital’s homeowner associations. With a budget that can reach 100 millones de euros and an application window open until 30 September, property managers have several months to prepare the documentation. What sets apart the communities that take advantage of these grants from those that do not is, almost always, planning ahead.

What the Plan Rehabilita Madrid 2026 is and how much money is available

The Plan Rehabilita Madrid 2026 is a municipal grant programme to fund works relating to accessibility, conservation, energy efficiency, sanitation and safety in existing residential buildings within the municipal boundaries of Madrid.

The budget is substantial: 50 millones de euros (20 million for the 2027 financial year and 30 million for 2028), with the option to expand it, without the need for a new call, by up to an additional 100% subject to credit availability. In total, the call can mobilise up to 100 millones de euros. Eligible beneficiaries include homeowner associations, joint associations (mancomunidades) and groupings of homeowner associations.

Deadlines: the countdown has already begun

The call has already been published in the BOAM. The application submission period opens the day after the extract is published in the Official Gazette of the Community of Madrid (BOCM) and runs until 30 September 2026.

This leaves a window of several months, but experience from previous calls shows that preparing the technical documentation in advance is decisive. Communities that arrive with their energy certificate and project ready start with an advantage over those that only get moving once the window is already open.

A call that continues the previous model, with new features worth knowing about

The Plan Rehabilita 2026 retains the structure of the Plan Rehabilita 2025, consolidating the model centred on energy efficiency and comprehensive works. The two action zones are kept:

  • Special Urban Transformation Zone (ZETU).
  • Energy Renovation Boost Zone (ZIRE).

And the minimum energy requirements of the Línea Verde (Green Line) remain in force, requiring reductions in energy demand and, in certain cases, reductions in non-renewable primary energy consumption.

The three new features of the Plan Rehabilita Madrid 2026

1. New Building Beautification Line

This is the main new feature of this edition. It is a complementary line, linked to energy renovation works, aimed at improving urban quality and the architectural integration of the building. The eligible works include: removing or concealing exposed cabling on the façade, relocating air-conditioning units, removing or integrating visible clotheslines, reorganising satellite dishes, standardising blinds and awnings, and treating and painting façade elements.

For a community that is already going to work on the façade or roof, this line provides a significant additional incentive: an extra 5% on the Línea Verde grant it is associated with.

2. Renaturalisation and climate adaptation

The call strengthens urban sustainability measures: green roofs, vertical gardens, rooftop urban allotments, renaturalisation of interior open spaces and the replacement of hard paving with permeable or vegetated solutions. These are in line with the municipal strategies to mitigate the urban heat island effect.

3. Preferential treatment for F- and G-rated buildings

Access to higher grant percentages for buildings with the worst energy ratings is maintained and strengthened. This is especially relevant for properties built before the first thermal requirements and for communities that still have work to do on the building envelope. Since June 2026, F- and G-rated buildings have also been in the spotlight of the new national regulation: starting a renovation plan before 2028 is a legal obligation that is fast approaching.

How much is funded: the percentages by line

The percentages and maximum amounts depend on the zone (ZETU or ZIRE) and the type of works. These are the figures from the call for collective residential buildings of 10 or more dwellings:

Línea Verde — Energy efficiency

  • Reduction of at least 35% of demand: 60% grant in ZETU (up to 8.000 €/dwelling). If the building has an F or G rating: 65% (up to 9.000 €/dwelling).
  • Reduction of at least 60% of demand: 70% in ZETU. With F or G: 75%.
  • Nearly zero-energy buildings (nZEB): up to 80%.

Other lines

  • Línea Accesible: 75% in ZETU (up to 10.000 €/dwelling) · 40% in ZIRE (up to 4.000 €).
  • Línea Conserva: 50% in ZETU (55% in protected buildings) · 40% in ZIRE (45% in protected buildings).
  • Línea Salud: 75% in both zones (up to 10.000 €/dwelling).
  • Línea de Embellecimiento (Beautification Line): +5% additional on the Línea Verde it is associated with.

The percentages in ZIRE are generally lower than those in ZETU. All are subject to technical justification of the required energy reductions. It is advisable to review the complete schedule of the call for each specific case.

Technical requirements to process the grant

The call requires solid technical justification of the energy works. The property manager must anticipate and coordinate the following documents:

  • Energy performance certificate prior to the works (in force).
  • Energy performance certificate after the works (as evidence of the improvement).
  • Justification of the energy reduction percentages required by the line applied for.
  • Specific technical documentation for high-efficiency works.
  • The option to include voluntary certifications such as Passivhaus to maximise the percentage.

One interesting point worth highlighting: the call provides for compatibility with Energy Saving Certificates (CAE). This opens the possibility of complementing the municipal grant with income derived from the energy savings generated by the works, optimising the total funding.

Checklist for property managers in Madrid

  1. Identify candidate communities: prioritise buildings with an F or G rating and those with long-pending envelope or roof works.
  2. Verify the energy performance certificate: each community will need the prior certificate to be in force. If it has expired, renew it before submitting the application.
  3. Check the zone (ZETU / ZIRE): it determines how the works fit into the grant lines and the applicable grant percentage. Madrid City Council has online consultation tools.
  4. Gather the technical documentation in advance: do not wait for the official opening of the window in the BOCM. The projects and budgets can be prepared now.
  5. Consider the new Beautification Line: for communities that are going to work on the façade, the additional 5% can be decisive when it comes to approving the works at the general meeting.
  6. Explore compatibility with the CAE: to optimise the total funding and present a more attractive financial scenario to the general meeting.
